In 2021, the Government of New Brunswick announced the Local Governance Reform (LGR) Project, following provincial regulatory processes. In 2022, they released new boundary maps for 77 local governments and 12 rural municipalities across NB.

These new boundaries included shifting Fredericton city limits to incorporate approximately 2000 properties in Douglas, Killarney and Pepper Creek neighbourhoods, adding about 4500 new residents to the city.

In 2023, the City of Fredericton held 2 open houses with residents of these newly amalgamated areas.

What to Expect at this Meet & Greet?

City staff will have displays and information on various city services such as Recreation, Emergency Measures, building permit requirements, Fredericton Fire Department and the Fredericton Police Force. You will have an opportunity to learn more about how your tax dollars are allocated to City services, and what value for service you are receiving now.

City Councillors representing the affected wards will be on hand to hear your thoughts, and to let you know the best way to stay in touch with them.

    Hi Doug! Thank you for providing your thoughts to this project. 

    You're correct that water and sewer services are separated from the property tax bill for amalgamated areas. Those who are connected to these services pay an additional amount for the water and sewer rates. 

    As for the services covered by your property taxes, these include:

    • Public Safety (Police, Fire, Bylaw & Emergency Measures)
    • Economic Vitality (Tourism, Economic Development & Affordable Housing)
    • Livable Community (Recreation, Parks/Trees, Cultural Development & Community Planning/Development)
    • Environmental Stewardship (Solid Waste, Core Storm Water & Environmental Outreach)
    • Mobility (Parking, Core Transit & Core roads - road in the amalgamated areas are still maintained by the Province)
    • Governance and Civic Engagement (Management Systems, Community Leadership & Intergovernmental Affairs)
    • Sustainable Infrastructure (Debt Management & Infrastructure Management)

  • Share My taxes have increased over 15 percent this year. It is not the provincial assessment that is to blame. It is the increase City tax rate since amalgamation. I did not appeal the provincial increase because it was below 10%. The municipal assessment was published after the cut off date for appeal. Was this done on Purpose so no appeals could be registered? When speaking to city staff on this I got the feeling that they were gloating. I am not on city water or sewer services and I do not use city amenities in what one of you councilors calls you " vibrant" downtown. I do not use arena, pool, playhouse library or downtown parking . Frankly the Queen King, area seems to be given over the homeless people . Vibrant indeed. To be prt of this I pay higher taxes. The city streets are no well maintained. Carlisle road is but it is still looked after by Provincial crews. Garbage service no long picks up extra rubbish. More taxes for decreased service. I had no say in amalgamation and want no part of it. I move to this area from overseas in 2017 and chose to live outside city limits.     Hi Richard! Thank you for taking the time to share your thoughts with us. 

    In relation to the assessment vs setting of the tax rate, the City cannot decide on a tax rate prior to the assessments being provided as the assessment and rate are both required to prepare the annual budget. For the 2025 budget year, assessment numbers were released by the Province on October 29th and the public Council meeting to discuss rates was November 4th. The Budget was officially adopted on November 25th. Setting the tax rates and the timing of setting the tax rates is not at all correlated to the appeals process as they are completed by different levels of government. 

    For the annexed areas, a rate strategy was recommended to City Council on July 27, 2023 and officially adopted through the 2024 Budget Process.
