What is a Secondary Municipal Plan?
A Secondary Municipal Plan is a policy document that provides guidance for future development within a specific neighbourhood. It is designed to address the unique vision, character, and conditions of this neighbourhood through various planning tools and guidelines.
Who is this team of expert consultants?
The City of Fredericton released a call for proposals last year for two phases of work:
Through this process, we awarded the project to Exp Services Inc., who provide professional engineering expertise with zzap Consulting Inc. providing professional planning services. The Feasibility Study was primarily a technical engineering review of the study area, while the Secondary Municipal Plan is primarily a planning policy document. For the planning and development of this new neighbourhood area, having the engineering and land use work together is essential.
The professional planners and engineers from the City of Fredericton will work in collaboration with the team from start to finish.
How will my input be considered in the process?
There are many inputs to decision-making through the process including input from City staff, elected officials, property owners, residents and business operators. While the Feasibility Study was more of a technical review, the Secondary Municipal Plan process looks to engage various stakeholders and hear perspectives. The consultants will run an open house to gather input along with other opportunities for one-on-one engagement. The team will provide updates on “what we are hearing” and how various perspectives are being integrated into the Secondary Plan for the Southeast New Neighbourhood.
What Were the Results of the Feasibility Study?
The Southeast New Neighbourhood Area, if planned and serviced appropriately, is capable of supporting the development of a complete community connected to other parts of the City through roadways, transit, and active transportation.
The Study Area is capable of meeting the population growth targets for New Neighbourhoods in the Growth Strategy (~7,000 new residents).
The Feasibility Study provides preliminary phasing with associated infrastructure needs and cost estimates. The preliminary phasing and cost estimates (based on 2024 values) include:

The phase boundaries along with land use decisions will continue to be refined and finalized through the secondary plan process to integrate community feedback and identify additional public use needs.
