UPDATE: The NBEX and Fredericton City Council have adopted a final Site Development Plan for the NBEX Grounds! The NBEX Board of Directors voted to adopt the Plan during a meeting on April 22 2021 and City Council adopted the Plan at its regular meeting later that month.

NEXT STEPS: Now that the final Site Development Plan has been adopted, the City will create a Municipal Secondary Plan to enable development on the Grounds within its planning framework. The NBEX and the City will also form a new decision-making body that will be tasked with the overall coordination and implementation of the Plan. And there will be more opportunities for you to share your thoughts and ideas as this exciting, generational project unfolds.

    I'm really hoping for a George Street school replacement here so that it could have proper outside area for the kids including a sports field. Is this high on the list?

    Thank you for your comments on the NBEX Secondary Municipal Plan. Flexibility has been built into the plan by including three adaptive development scenarios that vary based on the level of investment and partnerships.  In all three scenarios, a school site has been included given the site’s location in the growing South Core. With a secured partnership with the Province, there is an opportunity to provide an urban format middle school on the site. The school would benefit from the location next to major open spaces and flexible facilities, which would be used instead of dedicated school grounds. As part of the development scenarios, there is also the inclusion of a joint-use fieldhouse which could provide space for the school’s core gymnasium during the school year. Urban format schools are typically multi-storey street-oriented buildings that share adjacent public open spaces and recreation facilities for their playing fields and gymnasiums. A school on the site would help to create a complete and walkable community and allow for synergies with surrounding open spaces, potential recreation facilities, and Fredericton Exhibition Limited’s unique agricultural, recreational, and community programming. The urban format school fills an important need for a school within the South Core and will attract more families to live here.

    Overall I quite like the proposed plans and if it is not done haphazardly I think it will be incredibly beneficial to the city. I hope throughout development the plan does not abandon the community oriented approach it currently presents. I prefer Development plan A overall. My main question is why Development Plan B excludes the “Festival Street” because I think that’s a great idea that will breathe life into the area. As well, I like the plan for parking as depicted in Figure 22 (partially underground, hidden, with an amenity deck). However, I don’t seem to understand where in the development plan space would be found for this?

    Thank you for your comments on the NBEX Secondary Municipal Plan. Flexibility has been built into the plan by including three adaptive development scenarios that vary based on the level of investment and partnerships.  

    Scenario A: 

    Scenario A (Comprehensive Development) requires the highest level of investment and partnerships and envisions completely new Fredericton Exhibition Limited and joint-use facilities along the southern edge of the site; this scenario would enable Fredericton Exhibition Limited to re-establish its presence on the site without being limited to the current location and configuration of its buildings. With the Fredericton Exhibition Limited facilities being moved to the southern edge of the site, there would be more space internally for the mixed-use development on a retail fronted festival street. 

    Scenario B:

    In comparison, Scenario B (Negotiated Development) has Fredericton Exhibited Limited retaining its position on the east edge of the site by significantly improving both the Coliseum and the Capital Exhibit Centre buildings; this option requires fewer external partnerships and funding agreements compared to Scenario A. Substantial renovations to those buildings would create year-round interior flexible facilities and improved exterior flexible open spaces. While not a retail fronted festival street as in Scenario A, the renovated buildings and improved exterior flexible open spaces would provide opportunities for an active and pedestrian friendly space. Mixed-use development with ground floor retail would be located in the northeast corner of the site adjacent to the Cultural Centre and along Smythe Street. 

    Example of Internal Parking within a Block:

    Figure 22 in the New Brunswick Exhibition Grounds Site Development Plan is an example of internal parking within a block. The figure is part of the parking guidelines that apply to all scenarios. One of the parking guidelines in the plan is that all on-site parking must be screen from view of the street and public open spaces, which can be accomplished through providing underground parking or parking internally within a block. Underground parking would be possible for the mixed-use development and apartment buildings, and any other surface parking would need to be internal to the site (i.e. having the buildings facing the street).

    Given the current NBEX coup attempt by NB Harness Racing, which is bringing focus around people that are still not sold on the current plan of redeveloping a property that was given with an agricultural clause attached to it, did you consider revising the plan to ensure a larger agricultural component that was currently being done on the site. So, would it be too late to revise the plan to include things like community gardens, a community-scale food forest, a composting demonstration site, etc. to ensure the agricultural significance of the site is maintained along side the much needed residential development in the city centre?

    Thanks for your question. The NBEX plan was jointly developed by the NBEX and the City of Fredericton.  Although changes to the Plan could be considered, both parties would need to discuss any amendments.
